title says it all what would be the best tibia lengthening method for bowed legs? if it even matters at all.

Ilizarov frames. It's easy to adjust the angle of the bone with them. Better than monorails.
With internals you'll need two surgeries, one to correct the bow and one to lengthen.

i know the ilizarov frames are the cheapest but are they worth the risk? lets say just 3.8cm?? I dont want to correct my bowwed legs i kinda like them i feel it is what allows me to run so fast.

Pure externals with a hexapod fixator/Taylor Spatial Frame.

Oh, I thought you wanted to get rid of the bowing. It doesn't really matter what method you choose. I'd base your choice on the best doctor you can afford, not what method he uses.
