Title: 7.5cms for tibias, internals?

Is that possible or dangerous? I've heard 6cm for tibias and 8 for femur with Precice is rational. I think tibias might look better but I'll do femur if I must. (depends on what the doctor says anyway)

Will 7.5cm in tibia with Precice do damage to my legs?

You'll damage your legs regardless of how much you lengthen. Other than that some people can do 7,5 with minimal issues and other can't do that much at all, in general it is an ambitious but still realistic goal.

I don't think the amount you can lengthen differs based on whether you're using an internal or external device.  I was able to lengthen 7.5cm on my tibiae, and so did a lot of other people in Beijing, so I know it's doable.
