Hi I'm almost 16
From top of my inside leg to the floor I have a measurement of 34.7 inches
I am 5'10 (178.5cm) I am just here asking if my torso will grow into proportion or if I'm stuck with a short torso and long legs
My sitting height is 93cm
I have a armspan of 176cm but I have 21 inch shoulders
Thanks for your help :))

your sitting height is completely normal.

your proportions are kind of weird. You have very long legs for your height like 34 is usually what people 6'1+ have. You're actually almost a 35 inseam. Nothing to be worried about though, I'm sure it does not look too weird on your height. At 16 you might grow into your torso, since legs are first to fuse. At 16 though I'm not sure. Most stop growing at 16 from what I can tell. Depends on if you were an early or late bloomer. Also your wingspan. Are you sure you're measuring right? 21 inch shoulders is pretty broad plus your wingspan is still shorter than your height. So you're long legged with short arms and a broad torso?
If you got LL though you would look weird. Since you have short arms and very long legs for your height I don't think you're a good candidate. However it's very possible you can still get an inch or two out of your torso.
