Can we lengthen tibia above 7cm?

Yes, but Achilles tendon will be stretched so hard beyond limit. Very common to have ballerina foot that take months to recover
Many people used to do this and settled knowingly to get contracture or ballerina for the sake of height and deal with problems later.
Now more people realize 4cm and under is recommended and 5cm is a very average limit and 6cm is almost universal hard limit where any more and you gotta put in alot more effort to heal and then if go more then recovery may not even be practical without an Achilles tendon lengthening which permanently weakens that tendon and be pain pain painful
Tldr; yes you can but not without consequence. Stick to 5-6cm and below ideally 4cm

You can. It depends on your flexibility though.

From my experience, up to 6cm are safe.
Even 7cm can be done if your legs can handle it but ankle rom will never be as before LL.
Above that is not recommended and may lead to permanent problems.

That s can lead to breaking up of tendon of achille , which is a very bad outcomes
