Title: Why can we at times see spamming posts in this section?

Well I am not blaming any mods for inefficient managements of spamming and I am just curious about the reason.
Sometimes we can also see posts like 'Where is the administrator?'

Because spammers post here, and the forum software shows posts that are made.
