Title: How to make my own blog web without charing fees?

Hello guys, these days I am planning to operate my own blog web for me to compilate all of the informations that I need but I don't know how to operate it without charing fees. I don't need it to be public just private. Can it be possible?

Create a free blog on Wordpress.com.

Free hosting. Free plugins. Free themes.

And very intuitive, no programming skills required.

You can set individual posts to private or the whole blog and require a password to access through the front-end interface.
