You could get it done in India or Russia on that budget. Dr. Bagirov, Dr. Parihar, and Dr. Shah are within your price range.
-
Dr.Mitkovic in Nis, Serbia
Dr. Manish Dhawan in Delhi, India
-
Does that budget include accommodation, PT, food, and airfare?
-
Also, please please please save some extra money in case of complications or emergencies. It's better to be safe than sorry, especially with a procedure as potentially dangerous as LL.

Dr Leonid N.Solomin is your target

He does seem to offer the most options for the best prices, and is a very experienced and educated surgeon. I'd say that Dr. Solomin is a very good bet.

Taller did you LL yet ? do you know if patients can length home ?

You can always make more money whenever you feel like it. It's not easy but completely achievable if you work hard.
Recovering from a a bad surgery however might not be. Please don't make cutbacks on safety to save a few bucks. Like I said you can always make more money later.

No. I'm still trying to figure out the best surgeon and option for me, and decide when the best time to do LL would be in my life. I'm thinking of doing it before starting my master's degree (I am pursuing a bachelor's degree in biomedical engineering at the moment) if money permits. I don't think I'll have the money for internals, as I have too many other mandatory expenditures (ie education), and I don't want to jump into external femur frames until more evidence of safe recovery and reasonable scarring surfaces for purely cosmetic cases. I want 7 or 8 CM if proportions and soft tissues allow, but because I think that 7 or 8CM is a bit too much to do on one segment, I was hoping to divide it up 4CM plus 4CM, and hope for that I'll keep at least 7CM of it. I'd like to do both lengthening procedures back to back, but if it proves to be an unrealistic plan, I'll just stop at 4CM on one segment and be happy with that.
Some doctors allow patients to lengthen at home. Like anything , that has its pros and cons. It's a better option for some individuals than others.

Thank you everyone for the comments and the recommendations , yes with 15000 I mean for accommodations too (flight not included) if it's possible I will have my LL in the early 2015.
Have someone heard about LL in Thailand ? I've asked the price in here in Thailand it's around 30,000 USD Ilizardrov externals , the price is for foreigners but for locals like me I haven't asked yet .

Why would the price be any different?

My opinion stick with one LL, it may be too much but 4+4 will cost you 100k+ euros, so its not worth it. better be a "slightly disproportional" man with a Porsche, than a proportional man with nothing :3

Yep u could ,,
why don't you go with Dr porn a nake http://www.limblengtheningforum.com/index.php?topic=139.0
he seems to be a good doctor .. also he is from Thailand
-
Anyone with porn in their name must have happy endings so thats encouraging ;D
I'd go to India, read Kilokahn's diary, its very informative with majority if not all questions are answered. Dr Solomon in Russia is by far the cheapest BUT his price doesnt include accommodation, food, caretaker(if necessary) and so on, so do please keep that in mind and have extra money which you really should have anyway if LL is on your mind. There are no diaries on here about Dr Solomon, though theres a patient on here thats been there though I dont think it was Dr Solomon himself who performed his surgery.
You'll save and should have enough if the Dr allows you to lengthen at home, personally its not something I'd do when I embark on my external tibias operation. Atleast wait until your consolidation period

Just make sure u have extra money

Hello and welcome.
My best choice would be to start here: http://www.limblengtheningforum.com/index.php?topic=95.0

I have indian contacts. I'm a former Sarin patient. (Butchered me) if I were to give another Indian dr a chance it would be Manish Dhawan. I met him personally multiple times to consult while I had fixators on my legs for second opinion. Send me a pm and I could point you in the right direction.
