Title: What is the proper way to measure Sitting height & Tibia/Femur ratio?

Okay I'm guessing the first one's obvious: sit in a chair and measure from the bottom of the chair to the top of your head, right?  But wouldn't the height of the chair play a role?  Is there a "standard" chair height to use for this?

And for the tibia/femur ratio, where do you begin and end measuring each segment?
