I want to do 3 inches, and I know it’s safer to do 8 cm on femurs, less surgery, risk of complications, but I definitely want my proportions to be best possible because my wingspan is same as my height. I want to do 3.5-4cm on both femurs and tibias, giving a total of 7.5-8cm. How should I go about this? Thanks

Any advice? Thanks

You do one surgery on tibias, wait a year or two, then get the second surgery on femurs.
I don't recommend doing this though IMHO. Proportions are rarely noticeable unless it's someone else who knows about this surgery. Plus the cost and rehab experience is definitely not worth it. I say just go for 8cm femurs and call it a day.

What if I did the option of doing tibs, and after 3 weeks doing femurs? Especially if I’m only doing 4cm per segment

Possible, yes.

that’s the best option , but it is double the price in most institution .

quite frankly, 8Cm in the femurs, when fully dressed, should not change proportions that much when it is all said and done.
This is due to the fact a portion of the femurs are in the torso.
