Which surgeon is this?

I saw a documentary on it about a year ago. An indian man went to a limb lengthening surgeon and they were looking at his tibia and bending it and stretching it etc. After all that the surgeon said "if you did decide to have the surgery you would grow 3 centimetres." which surgeon is This?
