Are these prices right?

Greetings, I'm a Brazilian and most of the doctors here will charge AT LEAST 100k reais (~35k dolars) for the external Ilizarov device surgery, while in Russia and India we can find the surgery from 3k to 10k dollars and in any other third world country we can find it for around 10k dollars, like Cuba for example, so... Why is Brazil charging so much like a first world country? Any other Brazilians here having the same thoughts as me? Or are these prices correct? I believe it would be way cheaper to do the surgery ANYWHERE besides here...
