Best height converter?

Anyone have a good website to convert cm/m to feet.

Google tells me 175cm is 5'7, everyone else tells me 5'9 is 175cm.
50% of websites agree with 175cm being 5'7 and 50% agree 175cm is 5'9.

And then I came across 1 other website which converted 175cms to both 5'7 & 5'9

So which is it? What is the most reliable website to use?
And can anyone explain to me why it would convert to two different heights?

I think you are confusing 5 feet 7 inches with 5.7 feet = 5 feet and 70% of 1 feet.
5.7 feet is about 5 feet and 9 inches. You count up to 11 inches. At 12 inches you count the next feet.
11.99999 inches are 0.999999 feet.

1 inch =  2.54 cm
1 foot = 12 inches

 5.7 feet = 5 feet 8.4 inches = 173.73 cm

 5.75 feet = 5 feet 9 inches = 175.26 cm
